Discussion with USDA on Catfish inspection program

In Mid-February 2016, the Ministry of Agriculture and Rural Development(MARD)establishedan inter-ministerial delegation ledby Vice Minister of Agriculture and Rural DevelopmentVu Van Tam to work with the U.S Department of Agriculture (USDA),U.STrade Representative (USTR), senior adviser of parliamentarians of the Senate and House of Representatives, relevant U.S organizations and individuals; At the same time, MARD alsoestablishedtechnical groups to discuss in detail and clarifiedthedifferentissues in interpretation, application and preparation of VietNam to meet the new requirements in the final rule(*)  to obtain theequivalent determination from the U.S.

At the meeting, Viet Nam delegation expressed concern about the application of the final rule could disrupt trade and affect the lives and work of millions of farmers, Vietnamese processing and export businesses, American import businesses and consumers, and at the same time,  may affect agricultural trade relations between the two countries.

Viet Nam delegation suggested the US to provide technical assistance and create favorable conditions for Viet Nam to meet the requirements of the final rule, together with a request to extend the transitional period. Viet Nam delegation also informed that the recent issued inspection provisions on catfish of the U.S were inconsistent with the provisions of the Codex on seafood production and processing. Those were not necessary for the Vietnamese catfish which has been presenting in the US market for almost 20 years and already gained US consumers’ trust in food safety. This could be seen as trade barriers to limit the export of Vietnamese catfish to the U.S market and violation of WTO rules and commitments in the TPP. If the export of Vietnamese catfish to the US market is affected, Vietnam may consider the possibility to sue the U.S at the WTO, though this will be the last resort since Vietnam still expects the U.S to review and repeal the implementation of this final rule.

At the working session, U.S Department of Agriculture committed to not interrupt the catfish exporting process from Vietnam to the U.S market and showed goodwill towards expecting both sides to strengthen the cooperation in the implementation process of the final rule. At first, USDA’s Food Safety and Inspection Service will send a team of technicians to Viet Nam from 24th to 26th February 2016 to further clarify the function of regulations and provide satisfactory answers to those questions given by Viet Nam. Besides, the two sides will also discuss about the specific content of the technical assistance program to help Viet Nam soon be equivalently recognized by the U.S catfish monitoring system so that the catfish exporting process to the U.S won’t be interrupted. In April 2016, USDA is expected to coordinate with MARD to organize an international conference on the catfish inspection program in Ho Chi Minh City for the representatives of 17 countries which are currently exporting catfish to the U.S and are affected by this final rule.

(*)On 4th December 2015, USDA issued the final rule on the inspection Siluriformes fish (including shark catfish and basa fish), which applies to all countries which are exporting catfish to U.S market. This final rule took effect since 1st March 2016, with 18-month transitional period (until 31st August 2017). It requires the catfish exporting countries to adjust their domestic production system to be suitable with the new rule of the U.S to be able to apply for equivalent determination and maintain the catfish exporting process in the U.S market. Due to the different level in production condition and development between Viet Nam and the U.S, it will be very difficult for Viet Nam to follow this final rule within 18-month transitional period. This may cause interruption in catfish trade industry from Viet Nam to the U.S market with the current average turnover about US$ 340 million per year, affecting millions of Vietnamese catfish farmers and export enterprises.

Viet Nam officially signs TPP


In the morning of 4th February 2016, the trade ministers of the 12 signatory countries signed the Trans-Pacific Partnership agreement this morning in Auckland, New Zealand. After the official signing ceremony, all member countries will implement the agreement approval process according to the legal procedures of each country. The Agreement will take effect 60 days after all of the original 12 countries have completed the legal procedures required by national law to adopt the agreement.

3rd ASEAN Ministerial Meeting on Disaster Management and Related Conferences


The 3rd ASEAN Ministerial Meeting on Disaster Management (AMMDM 3) and related Conferences: The 27th ASEAN Committee on Disaster Management (ACDM), the 3rd meeting of the AHA Center board, the task force meeting to strengthen stakeholders’ collaboration in Humanitarian and Disaster Relief Assistance (HADR). The 4th ASEAN Agreement on Disaster Management and Emergency Response (AADMER) (COP-4) was organized in Phnom Penh, Cambodia from 14th - 16th December 2015. Vietnamese delegation led by Vice Minister of Agriculture and Rural Development Hoang Van Thang participated in these events.

Ten agricultural achievements in 2010-2015


n 14th November 1945, President Ho Chi Minh signed the Decree on establishing the Ministry of Agriculture (now called the Ministry of Agriculture and Rural Development-MARD). After 70 years of building and development, Vietnamese agriculture has got many brilliant achievements, which helped change the position of the farmers from poor employees into land owners who could apply science and technology and produce products efficiently.

France supports Viet Nam in building geographical indication system


The total budget for the supporting project on the development of geographical indications in Viet Nam funded by French Development Agency (AFD) is US$1.3 million, of which AFD contributes US$1,097,400 million, and the rest is sourced from the Vietnamese government’s counterpart funding.

The project is expected to help Viet Nam improve GI registration and supervision by building a new approach to theoretical, policy and practical issues basing on the experience of European countries, including France, moving closer to the integration of the GI registration and supervision with other countries in the region and the world.

WB supports $200 million for Viet Namese environment


More than 5 million people living in the poorest rural and mountainous areas of Viet Nam are expected to benefit from improved access to sanitation and water supply due to the $200 million-worth credit recently approved by the World Bank (WB). The $200 million credit was approved and provided by the International Development Association (IDA), World Bank with the most preferential level. The Government of Viet Nam will provide an additional $25.5 million to finance the project.

Viet Nam commits to cut greenhouse gases 8% by 2030


Using national resources, Viet Nam has committed itself to an 8% reduction in greenhouse gas emissions by 2030 compared to a “business-as-usual” scenario. This could increase to 25% on condition of international support. This commitment is in the Intended Nationally Determined Contributions (INDC) of Viet Nam.

UN supports to improve food security and nutrition for children and vulnerable group in Viet Nam

OECD hails Viet Nam’s impressively agriculture reform


On 30th September 2015 in Ha Noi, the Ministry of Agriculture and Rural Development (MARD) held a workshop on “OECD Review on Agricultural Policies in Viet Nam”. Policies support salt production and trade

The 9th APEC Senior Disaster Management Officials’ Forum in Iloilo, Philippines


The 9th Senior Disaster Management Officials’ Forum (SDMOF) of the 2015 Asia-Pacific Economic Forum (APEC), with the theme of Whole-of-Economy Approach: A Paradigm Shift to Adapt to the “New Normal” aims for building the “APEC Framework on Disaster Risk Reduction” to create new collaboration opportunities in the implementation of internal plans. The Framework will be presented to the APEC Ministerial Meeting for consideration and decision.

USAID provides Viet Nam financial and technical support to prevent pandemic threats for human and animal


A signing ceremony to celebrate the commencement of the project “Emerging Pandemic Threats 2 (EPT2): Risk Mitigation and Management of Human Health Threats along Animal Value Chains” is taking place in Hanoi with the presence of FAO Viet Nam, Ministry of Agriculture and Rural Development (MARD), and USAID Viet Nam. The Emergency Centre for Transboundary Animal Diseases (ECTAD) Programme within FAO Viet Nam will support MARD, specifically with the Departments of Animal Health (DAH), Livestock Production (DLP), National Agriculture Extention Centre (NAEC) and CITES Management Authority of the Viet Nam Administration of Forestry to implement this new project.

UN supports Viet Nam to build the National Zero Hunger Challenge by 2025


The Food and Agriculture Organization of the United Nations (FAO) joined the Ministry of Agriculture and Rural Development (MARD) to hold a consultation workshop in Ha Noi to get comments on the draft of the National Action Plan to achieve Zero Hunger by 2025.

Durban Declaration on “Vision 2050 for forests and forestry”


The theme of WFC 14 was “Forests and People: Investing in a Sustainable Future”, showed that investing in forests is investing in our people to get a result as investing in sustainable development. WFC’s outcome is the Durban declaration on “Vision 2050 for forests and forestry” with 3 main points:  (1) forest doesn’t only provide wood forest but also is the basis for food security and livelihood improvement; (2) forest should be managed by general land use method; and (3) forest is vital solution for the mitigation and adaptation of climate change.

PPP in agriculture sector applied


On 4th September 2015, the Ministry of Agriculture and Rural development (MARD) issued the Document No. 7256/TB-BNN-VP on announcing the direction of the Minister of Agriculture and Rural Development Cao Duc Phat on the application of PPP projects in the agriculture sector.

The Minister decided to pilot 6 projects which are able to be directly supported by the State budget when private sector invests in.

Low-carbon rice farming experiences sharing in Viet Nam and GMS Countries

Viet Nam ranked 31st for CO2 emissions


At the Conference, Mr Pham Van Tan, Deputy Director of Department of Meteorology, Hydrology and Climate change (MONRE), Deputy Head of the Standing board of Vietnam’s Climate change Negotiation group said: Viet Nam is currently ranked 31st for total CO2 emissions which severely affect the poor people of the country.

Public-private partnership promoted to develop fisheries sector

Viet Nam targets $300 billion export turnover by 2020


The project on the development of regional markets in the 2015-2020 period with a vision towards 2030 has been approved by the Prime Minister in the Decision No. 1467/QD-TTg on 24th August 2015. Accordingly, Vietnam aims to reach 300 billion USD in export turnover by 2020 with an annual average export growth rate of 11% to 12% over the 2015-2020 period. Depending on export characteristics and situations in each market, the specific export targets are determined as follows: United States and Spain are approximately $60 billion, Europe is also about $60 billion, Southeast Asia is about 30 billion US dollars, and West Asia is about $18 billion, etc...

Venezuela and Vietnam sign agreement on boosting agricultural cooperation


Coming at Vietnamese President Truong Tan Sang, Venezuelan President Nicolas Maduro Moros and his spouse paid an official visit to Viet Nam from 30th to 31st August in order to further strengthen the friendship and comprehensive partnership between the two countries. Strengthening agricultural cooperation was one of the focuses in President N. Maduro’s first visit to Viet Nam since he took office in April 2013.

In the morning of August 26th 2015, a rubber latex processing plant of the Tan Bien-Kampong Thom Development Company was formally inaugurated in Kampong Thom province, Cambodia.

5-year implementation results of support policy on agricultural loss reduction


Almost the last 5 years of implementing Resolution 48/NQ-CP dated 23/9/2009 and Decision 68/2013/QĐ-TTg, it shows significant results of the implementation through the enhanced introduction of agricultural mechanization, particularly in the fields of rice cultivation and harvest. This outcome has been contributed to the change of rural society, motivating people to make investment in agricultural equipment and machinery for further development of production activities, preservation and processing of agricultural, forestry and fishery products, upgrading equipment and technology.
