Investment in agriculture and rural development promoted

MARD Minister is chairing the “Task Force Meeting to attract investment in Agriculture and Rural areas”, 19th February 2016, Ha Noi.

At the task force meeting to attract investment in agriculture and rural areas, in order to remove difficulties for enterprises to invest in this sector, Minister of Agriculture and Rural Development Cao Duc Phat has directly assigned the relevant departments/agencies to strictly and effectively handle the assigned problems, which can help to modify the policy mechanism of the sector, creating favorable conditions to encourage business investment.

At the Meeting, representatives of business sector stated: Many businesses have moved towards investing in the agricultural sector due to its consideration of great potential and advantages. However, because of many limitations and shortcomings in fund mobilization, export activities and procedures for the land, etc. so the investment attraction in this area is still limited.

According to Dr. Dang Kim Son, former director of the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD), one of the barriers in attracting investment into the agricultural sector was that businesses had not yet accessed to mechanisms and preferential policies on taxes and fees. For example, coffee exporters are exempt from VAT, but the procedures for inspection and settlement of tax refund are very slow which affect the investment flows of the businesses. The refund of income tax for overpayment is not made immediately in cash, but only gradually deductible.

In addition, enterprises in the agricultural sector is lacked of land for building material area, offices and processing areas, while land rent fee is excessively high. This is also a barrier causing the standstill of investment attraction. So far, 50% of enterprises under inspection mentioned about their lack of land and area troubling their decision making for investment. In addition, policies to support enterprises on land are also irrational and difficult to access. According to IPSARD’s survey, 67.7% of agricultural businesses said that current land policies were not favorable.

Mr. Do Ha Nam, Intimex Corporation Chairman said, “Current agricultural investment is very difficult because of land fragmentation. Large amount of lands are in the hands of the State Farm Enterprises which are suffering losses, but many farms tend to pay farmers a flat rate for using the land, so enterprises are not easy to access these lands.”

Director of the Viet Nam Institute of Economics Tran Dinh Thien said that it is time to change the look of the role of enterprises, private enterprises should be considered as key to Viet Nam's sustainable agriculture development and be able to compete with foreign products. The government has to definitively settle the knots on land issues in order to keep the businesses survive; build and complete the policies to encourage enterprises to invest in research and Science and Technology application. Along with that, it’s necessary to revise and change the current system of documents if they are unreasonable, the policies must also come from real life.

At the Meeting, Minister of Agriculture and Rural Development Cao Duc Phat stressed that the Ministry of Agriculture and Rural Development (MARD) will direct its departments/agencies to accompany the enterprises to overcome difficulties. Accordingly, MARD will provide preferential policies for enterprises on land to build the infrastructure of agricultural processing such as drying area, storage; revise, issue and replace the legal documents on credit lending to give the enterprises the best deals; speed up the implementation of policies to support the development of regional linkage, such as the link between business and farmers, business-to-business, business to the local supermarket. Functional departments will strictly deal with "dirty" food enterprise while exports to avoid the "One scabby sheep is enough to spoil the whole flock" which may affect the prestige of Viet Nam's agricultural commodities on world market.

Minister affirmed that "Development of businesses is the key in implementing the policy of agricultural restructuring. Priority must be given to removing the difficulties that businesses are facing. We will immediately deal with problems under the jurisdiction of MARD, as well as contact and coordinate with other Ministries in solving their issues. Minister Phat considered removing difficulties for enterprises as the responsibility and duty of MARD and relevant agencies under the Ministry’s supervision”./.

Viet Nam officially signs TPP

France supports Viet Nam in building geographical indication system

The total budget for the supporting project on the development of geographical indications in Viet Nam funded by French Development Agency (AFD) is US$1.3 million, of which AFD contributes US$1,097,400 million, and the rest is sourced from the Vietnamese government’s counterpart funding.

The project is expected to help Viet Nam improve GI registration and supervision by building a new approach to theoretical, policy and practical issues basing on the experience of European countries, including France, moving closer to the integration of the GI registration and supervision with other countries in the region and the world.


WB supports $200 million for Viet Namese environment

More than 5 million people living in the poorest rural and mountainous areas of Viet Nam are expected to benefit from improved access to sanitation and water supply due to the $200 million-worth credit recently approved by the World Bank (WB). The $200 million credit was approved and provided by the International Development Association (IDA), World Bank with the most preferential level. The Government of Viet Nam will provide an additional $25.5 million to finance the project.

UN supports to improve food security and nutrition for children and vulnerable group in Viet Nam

OECD hails Viet Nam’s impressively agriculture reform

USAID provides Viet Nam financial and technical support to prevent pandemic threats for human and animal

A signing ceremony to celebrate the commencement of the project “Emerging Pandemic Threats 2 (EPT2): Risk Mitigation and Management of Human Health Threats along Animal Value Chains” is taking place in Hanoi with the presence of FAO Viet Nam, Ministry of Agriculture and Rural Development (MARD), and USAID Viet Nam. UN supports Viet Nam to build the National Zero Hunger Challenge by 2025

WFC’s outcome is the Durban declaration on “Vision 2050 for forests and forestry” with 3 main points:  (1) forest doesn’t only provide wood forest but also is the basis for food security and livelihood improvement; (2) forest should be managed by general land use method; and (3) forest is vital solution for the mitigation and adaptation of climate change.


PPP in agriculture sector applied

On 4th September 2015, the Ministry of Agriculture and Rural development (MARD) issued the Document No. 7256/TB-BNN-VP on announcing the direction of the Minister of Agriculture and Rural Development Cao Duc Phat on the application of PPP projects in the agriculture sector.

Viet Nam targets $300 billion export turnover by 2020

The project on the development of regional markets in the 2015-2020 period with a vision towards 2030 has been approved by the Prime Minister in the Decision No. 1467/QD-TTg on 24th August 2015. Accordingly, Vietnam aims to reach 300 billion USD in export turnover by 2020 with an annual average export growth rate of 11% to 12% over the 2015-2020 period. Depending on export characteristics and situations in each market, the specific export targets are determined as follows: United States and Spain are approximately $60 billion, Europe is also about $60 billion, Southeast Asia is about 30 billion US dollars, and West Asia is about $18 billion, etc...


Venezuela and Vietnam sign agreement on boosting agricultural cooperation

Coming at Vietnamese President Truong Tan Sang, Venezuelan President Nicolas Maduro Moros and his spouse paid an official visit to Viet Nam from 30th to 31st August in order to further strengthen the friendship and comprehensive partnership between the two countries.
