Flood - a disaster causing serious damages in Vietnam

Among natural disasters, flood causes serious damages and takes long time to overcome, bringing more impacts to the production and social life. The average rainfall in Viet Nam is 1,900mm but unevenly distributed in time and space. About 70-80% of the annual rainfall concentrates in five months of rainy season. With water flow systems in the Red river and Mekong river deltas from outside the country’s borders crossing Viet Nam’s territory to the sea, floods often occur in rainy season, damaging in both human life and assets. Meanwhile, the Central region of Viet Nam with the narrow and slope terrain is contiguous to Truong Son range in one side and to the sea in another side. Therefore, it is directly affected by storms from the China Sea, resulting to the heavy rain and flooding in large scale in coastal areas.* For instance, the two great floodings occurring in such provinces as Quang Tri and Khanh Hoa in early November and December 1999 led to nearly 750 persons dead and many people missed, and total damaged assets of 4,756 billion VND. According to the Central Board of Flood Prevention, in three recent years, storms, typhoons and floods have often occurred strongly all over the country especially in Central regions. After the colds in late 2007, the weather condition situation in early 2008 was expected unusual. Although capacity of flood prevention and calamity relief has been improved, the activities still exposed some shortcomings, especially, in forecast and rescue relief. Thus, annual damages for human life and assets remain high. On occasion of celebration of 62nd flood prevention and calamity relief day in Viet Nam (22 May 1946 – 22 May 2008), the State President sent a letter to local regions, sectors and people related to flood prevention implementation and calamity relief about measures in the direction of prevention, handling and consequence overcoming.
