The Construction Ministry has asked the Government to approve investment projects for the second phase of the programme to build flood-proof residential complexes in the Mekong River Delta.
This phase, to last until 2010, will include the construction of 208 more complexes to provide safe shelter for 52,356 families.
Of the total number of complexes, 85 projects will serve the relocation of 21,522 households living in landslide-prone areas.
The programme also covers the building of roads, garbage dump sites, water and electricity supply systems, and river dykes and embankments to protect resettlers and their property from floods and landslides.
The ministry also proposed that the Government provides preferential bank loans of 15 million VND (900 USD) to 18 million VND (1,080 USD) to residents so they can build their homes in the new complexes.
The total investment for additional projects in the second phase is estimated atalmost 2,41 trillion VND (144 million USD), of which 50 percent will be provided by the central Government’s budget and the rest by local provincial budgets and other sources.
The national programme for building flood-proof residential complexes started in 2001.
During its first phase (2001-2007), the programme reportedly built 1,043 such complexes containing 73,111 houses to accommodate 200,000 families living in flood-prone areas.
Total construction cost of the complexes in the first phase was about 200 million USD.
The ministry said the relocation programme had played a significant part in social and economic development in the Mekong Delta, the country’s biggest rice basket.
