Strategy for the fishery production and processing sector in the Mekong Delta towards export.

Aquatic production in the provinces of Mekong Delta (Mekong Delta) has been identified as one of the key industries to speed up their transition structure of agricultural production - rural and export main of the Mekong Delta. According to Institute of Policy and Strategy for Agriculture and Rural development (IPSARD), South branch, export value of aquatic products in 2008 of the Mekong Delta reached nearly 2.5 billion USD, accounting for more than 60% of the total export value of aquatic products in whole country. For the tra and basa catfish only, it contributed 2% of the whole country's GDP and about 32% of the total export value of aquaculture sector. In 2009, marine products industry in the Mekong Delta continues to experience difficulties due to lack of quality breedings , lack of capitals, price of inputs such as feeds, vet drugs increased highly. In the first quarter of 2009, processing productivity and export value of the province exported aquatic products in the Mekong region such as Ca Mau, Can Tho, An Giang, Vinh Long etc. were reduced, the processing factories only worked at 35 -- 40% of designed capacity. Currently, due to lack of raw materials and as a result price of seafood materials increased and not well prepared together with previous impacts of last service, too large many farmers are still not ready to continue production. Therefore, one of the solutions to sustainable development for marine products export industry in the Mekong Delta is focused on reviewing; adjusting the plan for aquaculture development in line with production requirements of the market. This is a critical requirement to ensure all material fisheries for processing and consumption to avoid the supply exceeded the demand, overcoming the crisis in raw materials. Raisers must revamp the production in the direction of the community through the establishment of cooperatives to link with one another in the application of advanved raising procedures (GAP, COC ...) to ensure high quality and safe products with reasonable price. In Vinh Long, the agriculture sector has reviewed; adjusted the master plan for development of aquatic products until 2010 and orientated to 2020, in which attending to the pond fish raisers . The province has been encouraging to multiplying the models of cooperatives, fishing association ... by doing so, formulating and managing strictly of aquatic products supply chain as a focal point to make contracts with processing enterprises, ensuring the provision of clean , high quality and reasonable price materials in order to increase in the increased competitive advantage of marine products to meet export requirements Other provinces in Mekong Delta region which have the strong fishery advantage should be linked to construction of infrastructure for export processing of aquatic products. In addition, strengthening capacity building for managers and technical staff are also required to ensure developing fishery in the direction of industrialization and modernization. These can be targeted by taking advantage of the stimulus package initiated by the Government to invest in the projects to improve production, increase equipment for of aquatic products processing in the direction of modern to penetrate into the difficult market as the U.S., South Korea, Japan. In Vinh Long, a number of key projects, such as An Phuoc aquatic products processing factory with capacity 15,000 tons product/year, Hiep Thanh aquatic products processing factory with capacity of 10,000 tons product/year, expected to put in operation in this year will contribute to improve frozen aquatic products processing ability for the export At present, aquatic products processing enterprises in the Mekong Delta continue to opening the new markets such as Russia, Ukraine, Egypt ... while diversifying products of the domestic market, focusing on advertising and promoting their product trademarks to the domestic consumptions in order to expand markets for their marine products. /.
