ICD MARD Forum Highlights Priority Projects for ARD Sector in Climate Change Mitigation and Adaptation

Hanoi, November 23, 2009 International bilateral and multilateral ODA donors joined the Ministry of Agriculture and Rural Development (MARD) at a Forum organized by MARD’s International Cooperation Department (ICD) this week. The Forum, chaired by Vice Minister Dao Xuan Hoc and co-chaired by the Deputy Ambassador of Sweden, Ms Marie Ottosson, explored priority projects and strategies for the ARD sector in climate change response to develop a roadmap toward addressing the challenges. Presentations from MARD departments focused on the impacts of climate change to the ARD sectors. The climate change discussion was highlighted as a critical one for MARD, as the livelihoods of many of the rural poor are dependent on the ARD sector and they are most vulnerable to the effects of climate change, such as food security, sea-level rise and extreme weather conditions. The ICD presented a list of priority areas for each of the ARD sectors to help ODA organizations to map their areas of focus. Priority areas included seeking technical and financial assistance for further research and assessment, establishment of action plans and implementation of projects in natural disaster adaptation and control, among others. Following presentations by MARD, the World Bank and JICA addressed the Forum on their current climate change programs and priorities. Comments from Forum participants emphasized the importance of coordination between MARD’s priority projects, projects of other Ministries and the National Target Program on climate change. Vice Minister Dao Xuan Hoc concluded the meeting with a commitment to discuss further efforts for whole-of-government coordination on project planning and fund management with other government leaders.
