Workshop on Rice, Farmers and Rural Development in Vietnam: from successful growth to sustainable prosperity


On June 13th, 2011, in Can Tho city, Ministry of Agriculture and Rural Development (MARD) cooperated with the World Bank (WB) in Vietnam to hold the workshop "Rice farmers and rural development in Vietnam: from the successful growth to sustainable prosperity". Professor, Dr. Bui Ba Bong, Vice Minister of Ministry of Agriculture and Rural Development and Ms. Victoria Kwakwa, World Bank Country Director in Vietnam, co-chaired the workshop.

The purpose of the workshop is to share and discuss the research results of policy consultancy held by the World Bank with the participation of leading research institutions in Vietnam, on agricultural issues related to structure and status of rice production in Vietnam; recommending a number of issues on policy and national strategies on food security, rice land management, market and production chain development – rice trading in the Mekong Delta River in particular and in Vietnam in general.

Giving speech at the seminar, Vice Minister of Agriculture and Rural Development, Mr. Bui Ba Bong emphasized: In the last over 20 years, since the implementation of innovation task up to now, the Party and the Government of Vietnam has always considered the development of rice is central task in agricultural development, and has had the appropriate investment on infrastructure construction, science and technology, agriculture, policies to support farmers ... and has achieved many impressive achievements in rice production - business. Now, Vietnam have to face to the global common challenges such as climate change (CC), the food crisis, energy crisis, the population growth...rice still is a pillar of national food security in Vietnam in the future. The workshop was considered as an opportunity to help the Vietnamese Government to have more information to plan new strategies for rice development in the next 10-20 years, turning the rice-growing areas into the prosperity regions of Vietnamese rural, helping people to become richer.

         Ms. Victoria Kwakwa, World Bank director in Vietnam fully concurred with Vice Minister Bui Ba Bong, welcomed the achievements that Vietnam has reached in economic development in general and in rice production – business in particular in over two decades. However, when Vietnam rose to become the nation with average income, more and more deeply integrated into world markets, the rice production –business also faces to new opportunities and new challenges.

She recommended: The Vietnamese Government need to strengthen to complete the institutions, conversing guidelines and policies in the rice production - business into the mechanisms to encourage the enterprises, farmers and scientists to promote cooperation, linkages to increase the value chain of rice production, and research for development of rice production policies which is suitable with the global climate change status soon, creating conditions for Vietnamese rural- agriculture to develop sustainably.

At the workshop, representatives of the research team, Mr. Steve Jaffee, the WB expert proposed a number of recommendations to ensure national food security, increasing the rice value chain, increasing income for rice farmers, ensuring the interest harmony of the stakeholders in rice production chain in the next 10-20 years. Specifically:

-          Adopt a more flexible approach to land use planning

-          Implement differentiated support strategies at regional and provincial levels and among varied households

-          Intensify a multi-sectoral strategy to address household food insecurity and substantially reduce child malnutrition

-          Completely separate commercial and ‘social’ rice export strategies and systems

-          Government to re-direct its focus from commercial functions to focus primarily on social objectives, ‘public goods’, and risk menagement

Public – Private Partnership in Insurance for Farmers


The Insurance Program of “An Nong Viet” intends to start implementation from 1st July, 2011 over nation. According to principle of the contract, objects are insured by the program to be plant varieties using Phu My fertilizer of PVFCCo, insured beneficiary (the insured) are farmers who use Phu My fertilizer and insurance fee is supported totally by PVFCCo.

The US has offered access for rambutan from Viet Nam to the US market since 19 April 2011.


The US Department of Agriculture (USDA) made that decision after they had conducted the risk assessment of the possible diseases of the rambutan. USDA also provided the list of quarantine measures to ensure safety of the products, that the exporters must apply when they export rambutan to US, including: the rambutan exported to the US must be for commercial purpose; the product must be irradiated in line with the set regulations, i.e. the minimum absorbance level was 400 Gy.

Mechanism for private enterprises accesses ODA capital will be formulated


The Ministry of Planning and Investment (MPI) is cooperating with relevant State Management Agencies and donors to draft and issue a mechanism for private enterprises approaching ODA capital in the forth quarter of 2011. Prime Minister has agreed in principle amendment and addition contents to issue Regulation on management and use of Official Development Aid (ODA)

On 7 April 2011, Ministry of Agriculture and Rural Development (MARD) and United States Agency for International Development (USAID) signed the MOI on the Emerging Pandemic Threats Program with the witnesses of Mr. Diệp Kỉnh Tần, MARD’ Vice Minister and Ms. Virginia E. Viet Nam - Saudi Arabia Agricultural Cooperation


On the 3rd of March, 2011 in Ha Noi, an agreement was reached at talks between Vietnam's Minister of Agriculture and Rural Development and Minister of Saudi Arabian Agriculture and Commerce and Industry. Both sides had discussed some cooperation orientations: Saudi Arabia will help Viet Nam to ensure energy security and Viet Nam will help Saudi Arabia food security.

UN provides $2.7m to manage forests


The UN Food and Agriculture Organisation (FAO) signed an agreement with the Vietnamese Government (04/03/2011), committing itself to a technical assistance partnership to develop the country's capacity in forest resources assessment. The agreement launched the National Forest Assessment (NFA) project, a US$2.7 million project financed through FAO's forest co-operation programme with the Finnish government. Deputy Minister of Agriculture and Rural Development Hua Duc Nhi co-signed the project document with the FAO representative in Viet Nam Yuriko Shoji.
