Consultation on the ”Agricultural sectoral restructuring towards improved quality, greater added value and sustainable development”

The consultation meeting on “Agricultural sectoral restructuring towards improved quality, greater added value and sustainable development” was organized by MARD/ICD via ISG in the mornign of 6th April 2012 with participation of more than 100 contributors including leaders from MARD’s agencies, donors, developemnt partners, international organizations, NGOs, assocciations, enterprises and medias.

Opeinign the meeting, Minsiter Cao Duc Phat pressed: Current growth model of agriculture can only help to create a substantial quantity of cheap and low value products, meaning that the use of land and natural resources falls short of expectations relating to is not effective. After a long period of growth, decline and unsustainablity have been shown. Despite experiencing remarkable progresses, basically saying, Vietnamese agricultural is still in low level of production with uniffective sector’s structure. The sector’s growth has been mostly extensive, through the increase of cropping area, cropping density and more intensive use of inputs (such as labor, capital and materials) as well as natural resources. Shortcomings of Vietnamese agriculture parallel with economic difficulties after the global crisis is becoming significant constraints for agricultural development. This is the critical anf rational reason for restructuring of  agriculture toward greater added value and sustainlable development.

Mrs. Victoria Kwakwa, WB’s director in Vietnam stated: the restructuring of agriculture is a core critical and neccessary process for sustainable development. Livelihoos for rural population shall be continuously supported as well as poverty reduction. It is neccessary to make sure that the poors are not left behind the process.

The meeting was conducted in a open and straight forward manner. Many existing agricultural related issues have been raised by majority of participant including re-structure and benefits of the poors in the imolementation of the restructuring.

In his conclusion for the meeting, Minsiter Cao Duc Phat sincerely thanked for great contribution of participants for the Restructuring Proposal and said “I am greatful to recieved your criscitisms toward our proposal as these critical contributions will help us to re-direct our approaches in the completion of this proposal”. The Minsiter also see that the Proposal should be supplemented objectives on quality of developemnt, environmental criteria, encoragement policies for participation of private sector in rural developemnt. Regarding the role of the Government, the Minister urged that incentives for stakeholders for better participation and cooperation is signifficant.

Minister is looking forward for recieving contributions, suggestions in “how to achieve objectives set in the proposal”. The contributions are not only for the completion of the proposal but also critical for impelemtation phrase.

31st FAO conference wraps up

The 31st United Nations Food and Agriculture Organisation (FAO) Regional Conference for the Asia-Pacific wrapped up on March 16 in Hanoi.

Addressing the closing ceremony, Hiroyuki Konuma, Chief Representative of FAO in Asia-Pacific highlighted the importance of the event for the future of agriculture and rural development in the region.

He said the conference provided FAO with much valuable information and experiences on a number of important policy issues as well as other issues related to agriculture and food security.

How to feed 9 billion people in 2050 is one of the biggest challenges of our era. Global food production must rise by at least 70 percent in 2050, with two time less natural resources. Without strong adaptation and mitigation measures climate change will reduce food crop yields 16 percent worldwide and by 28 percent in Africa over the next fifty years. It is likely that price and yield volatility will continue to rise as extreme weather continues, further hurting livelihoods and putting food security at risk. We can no longer look at food security, poverty and climate change separately. Climate-Smart Agriculture is a driver for green growth and the role of the private sector in driving the green, inclusive growth agenda needs to be emphasized.


Opening of the senior officers meeting under the frame of the 31st FAO Regional Conference for ASIA and the PACIFIC

 From 12 to 16 March 2012 in Hanoi, Food and Agriculture Organization of the United Nations (FAO) organizes the 31st Regional Conference for ASIA and PACIFIC. The main topics of this FAO Conference are food security and poverty reduction in rural areas.

Participation in this conference will be the H.E Ministers of Agriculture from 44 FAO member countries, Representatives from international non-governmental organizations, intergovernmental organizations, United Nations organizations, social-civil organizations as well as private sector. This important event is organized by FAO one in every two years aiming at consideration and recommendations for significant issues in food and agriculture which critically influenced to the ASIA and PACIFIC region.

 


Restructure is the central mission of Agriculture sector in 2012

At the Year End Conference for deployment of 2011 and work-plan for 2012 for MARD, Deputy Prime Minister Nguyen Thien Nhan gave his direction: restructure for Agriculture is the central mission and shall be implemented in 2012.

MARD’s Minister Cao Duc Phat clearly pointed three groups of concerns shall be addressed: restructuring of investment, renovation of state enterprises, development of economic sectors and continuing the renovation of policies and institutions regarding Agriculture and Development (ARD).


2012 – Implementation of five intervention groups for New Rural Development

Deputy Prime Minister Vu Van Ninh, head of the National Steering Committee for the National Target Program of New Rural Development (NTP-NRD),  pressed at the National Kick Off Workshop for NTP-NRD that: the most critical arrow is the synchronous awareness of the entire political system for a committed implementation of this program. This is a long-term vision program so rushing is not worked. Rural infrastructure is not all for the program.


Mechanisms and policies for cooperation in agricultural sector with African Countries in the period of 2012-2020

Prime Minister signed the Decision No70/2011/QĐ-TTg promulgating some mechanisms, policies in agricultural cooperation with African countries in the period of2012 – 2020.

This regulation is applied for bilateral cooperation activities in agricultural sector between the Government of Viet Nam (GoV) and Governments of African countries via:  (i) international protocol signed between the GoV and respective counterpart Government; (ii) Cooperation Agreement between the GoV and respective African counterpart countries; (iii) protocol signed between the GoV with one or more than one international donors; (iv) direct investment activities from Vietnamese enterprises to African countries in agricultural sector. All of these activities must be in line with the Foreign Investment Law of Vietnam and the Investment Law of the respective recipient countries.


PM ratifies a master plan for developing agricultural sector until 2020 with a vision for 2030

The Prime Minister has approved a master plan for developing the agricultural sector until 2020 with a vision for 2030 on the Decision No 124/QD-TTg dated 02 February, 2012.

The plan targets to develop agriculture, forestry and fishery sector towards improving productivity, quality, competitiveness and sustainability.

Minister Phat visits FrieslandCampina and Dairy Campus pilot farm in the Netherlands

Minister Duc Phat for Rural Development in Vietnam paid a visit to the dairy cooperative FrieslandCampina in the Netherlands early October 2011. FrieslandCampina is known in Vietnam for the dairy productsof Dutch Lady and Friso infant and toddler nutrition.

The purpose of the Minister’s visit was to be informed about the most recent developments in dairy farming in the Netherlands, particularly in the areas of quality and quality assurance for farm milk and dairy products.The Netherlands and FrieslandCampina are leading in the field of quality control for dairy products.


Denmark supports Vietnam to response to climate change

Hanoi,  Madam Rosenholm, Deputy Ambassador of Denmark in Vietnam and Dr. Bui Ba Bong, Vice Minister of Agriculture and Rural Development of Vietnam signed the MOU on Danish assistance to Vietnam in response to climate change (CC) with the support of 28 billion VND (equivalent to approximately 7.5 millions DKK) on 2nd December .


International support group’s plenary meeting 2011 "Vietnam towards the new vision in agriculture"

Minister of Agriculture and Rural Development Cao Duc Phat and Country Director of World Bank in Vietnam Victoria Kwa Kwa presided over the Plenary Meeting of the International Support Group (ISG) in 2011, with the theme "Vietnam towards the new vision for agriculture" held on 26 October 2011 in Hanoi. The Meeting was attended by over 200 participants from donor community, international and non-government organizations, state own and private enterprises and different ministries.


Export of agro-forestry and fishery products of Viet Nam made a new record

By end of October, the export turnover of agro-forestry and fishery products of Viet Nam has made a new record of US$20.8 billion, higher than the total 2010 export turnover of US$1.3 billion.

Price advantage:

Most of the exported prices of agro-products have increased for the last 10 months compared to 2010. For the fist time, the price of Viet Nam exported rice was almost as Thai rice’s, attaining US$500/ton on average (increasing 7%). Rice was also the key product contributing largely to the aggregated export turnover, i.e. only in 10 months of 2011, Viet Nam exported 6.5 million tons of rice with the turnover of US$3.3 billion (rising 20.3%).


Annual Meeting between MARD Minister and Laos Minister of Agriculture and Forestry

The annual Meeting between MARD Minister, Dr. Cao Duc Phat and Laos Minister of Agriculture and Forestry, Dr. Vilayvanh Phomkhe was held in Luang Phrabang province, Lao PDR from 17 – 19 October 2011. At the meeting, the two Ministers have affirmed the long-time friendship and relationship between the two Ministries and the effective cooperation for the farmers’ benefits. Ministers Phat and Phomkhe have signed the Agreement between MARD of Viet Nam and MAFF of Lao PDR on cooperation in agriculture, forestry and rural development in 2012 and the plan for 2013-2015. In addition to the series of cooperation activities as noted in the Agreement, both Ministers highlighted to importance to bring in private sector as the third party to facilitate commercialization of results from the joint researches such as production of high yield and quality seeds of paddy, corn, cassava.


ASEAN + 3 Ministers on Agriculture committing to enhance regional food security

The ASEAN + 3 (China, Japan and Republic of Korea) Ministers on Agriculture and Forestry held their Eleventh Meeting in Jakarta, Indonesia on 7 October 2011. The Ministers reaffirmed their strong support in advancing cooperation in food, agriculture, and forestry sectors, and welcomed the development of the ASEAN Plus Three Cooperation Strategy Framework consisting of six (6) Strategic Areas, i.e. Strengthening Food Security, Biomass Energy Development, Sustainable Forest Management, Climate Change Mitigation and Adaptation, Animal Health and Disease Control and Cross-Cutting Issues.

The ASEAN Ministers on Agriculture and Forestry and the Ministers of Agriculture of the People’s Republic of China, Japan and the Republic of Korea held their Eleventh Meeting in Jakarta on 7 October 2011, under the chairmanship of H.E. Dr. Suswono, Minister of Agriculture, Indonesia.

2.         The Ministers reaffirmed their strong support in advancing cooperation in food, agriculture, and forestry sectors as guided by the Second Joint Statement on East Asia Cooperation and the ASEAN Plus Three Cooperation Work Plan (2007-2017) which implies that linkages between the ASEAN Plus Three Cooperation Work Plan and the AMAF Plus Three cooperation projects should be further enhanced. In order to complement this decision, the Ministers supported and welcomed the development of the ASEAN Plus Three Cooperation Strategy (APTCS) Framework consisting of six (6) Strategic Areas, i.e. Strengthening Food Security, Biomass Energy Development, Sustainable Forest Management, Climate Change Mitigation and Adaptation, Animal Health and Disease Control and Cross-Cutting Issues.


Strengthening cooperation with the American countries in agriculture

To align with the Government’s policy to strengthen and expand international cooperation in agriculture and rural sector with the American countries, the Ministry of Agriculture and Rural Development (MARD) has signed several agreement or memorandum of understanding to enhance cooperation activities with American countries, like Venezuela, Panama, Cuba, Argentina, El Salvador… MARD expected that the enhancement of technical cooperation with American countries would facilitate more information and technological exchange to serve agriculture production in the country, while contributing to the world food security.

VN pushes ties with Sierra Leone

(MARD - 28/07/2011) Viet Nam hopes to increase its ties with Sierra Leone through visits between various level leaders from the two countries.

Deputy Minister of Agriculture and Rural Development Nguyen Thi Xuan Thu made the statement at a meeting with her counter part, Ali Mansaray, Deputy Minister of Agriculture, Food Security and Forestry yesterday in Ha Noi.
Both sides agreed to prioritise areas of trade on agricultural products and exchange expert advice and research on agricultural technology.

Workshop on Rice, Farmers and Rural Development in Vietnam: from successful growth to sustainable prosperity

On June 13th, 2011, in Can Tho city, Ministry of Agriculture and Rural Development (MARD) cooperated with the World Bank (WB) in Vietnam to hold the workshop "Rice farmers and rural development in Vietnam: from the successful growth to sustainable prosperity". Professor, Dr. Bui Ba Bong, Vice Minister of Ministry of Agriculture and Rural Development and Ms. Victoria Kwakwa, World Bank Country Director in Vietnam, co-chaired the workshop.

The purpose of the workshop is to share and discuss the research results of policy consultancy held by the World Bank with the participation of leading research institutions in Vietnam, on agricultural issues related to structure and status of rice production in Vietnam; recommending a number of issues on policy and national strategies on food security, rice land management, market and production chain development – rice trading in the Mekong Delta River in particular and in Vietnam in general.

Public – Private Partnership in Insurance for Farmers

The Insurance Program of “An Nong Viet” intends to start implementation from 1st July, 2011 over nation. According to principle of the contract, objects are insured by the program to be plant varieties using Phu My fertilizer of PVFCCo, insured beneficiary (the insured) are farmers who use Phu My fertilizer and insurance fee is supported totally by PVFCCo.


The US has offered access for rambutan from Viet Nam to the US market since 19 April 2011.

The US Department of Agriculture (USDA) made that decision after they had conducted the risk assessment of the possible diseases of the rambutan. USDA also provided the list of quarantine measures to ensure safety of the products, that the exporters must apply when they export rambutan to US, including: the rambutan exported to the US must be for commercial purpose; the product must be irradiated in line with the set regulations, i.e. the minimum absorbance level was 400 Gy.


Mechanism for private enterprises accesses ODA capital will be formulated

Viet Nam - Saudi Arabia Agricultural Cooperation

On the 3rd of March, 2011 in Ha Noi, an agreement was reached at talks between Vietnam's Minister of Agriculture and Rural Development and Minister of Saudi Arabian Agriculture and Commerce and Industry. Both sides had discussed some cooperation orientations: Saudi Arabia will help Viet Nam to ensure energy security and Viet Nam will help Saudi Arabia food security.


UN provides $2.7m to manage forests

The UN Food and Agriculture Organisation (FAO) signed an agreement with the Vietnamese Government (04/03/2011), committing itself to a technical assistance partnership to develop the country's capacity in forest resources assessment. The agreement launched the National Forest Assessment (NFA) project, a US$2.7 million project financed through FAO's forest co-operation programme with the Finnish government. Deputy Minister of Agriculture and Rural Development Hua Duc Nhi co-signed the project document with the FAO representative in Viet Nam Yuriko Shoji.
