GOALS OF 2015, GDP INCREASES BY 6,2%

Resolution No. 01/NQ-CP dated 03/01/2015 was issued by the Government providing key tasks, measures, and guidances for implementing the socio-economic development plan and the State budget estimate in 2015. As the goals set in 2015, GDP will increase by 6.2%; export turnover: by 10%; CPI: by 5%; Bad debt rate: under 3%; Poor household rates decrease by 1.7%-2%; jobs will be created for about 1.6 workers.

In this resolution, under the process of the restructuring of the economy and the transformation of growth pattern, local governments are requested to strongly promote the implementation of the agricultural sector restructuring towards sustainable agricultural and rural development; to encourage businesses to make more investments in the agriculture and rural development; and to promote the development of other forms of cooperative economy, etc. At the same time, they are also assigned to focus on developing the industries, which apply advanced science and technology, bring better added value and higher domestic value added content; to encourage the development of auxiliary industries and other industries like: renewable energy, processing, manufacturing, electronics, information technology, biotechnology; to continue the development of service sectors, which have high potentiality, apply high technology, and bring better added value, such as: information technology, aviation, finance, banking and consulting services, etc.

Ensuring social welfare provision and improving people’s living standard are the key messages of this resolution, which includes the adjustment of poverty line to ensure minimum living standard and meet the basic social services; successful implementation of social assistance policies for social protection beneficiaries; continue to implement effectively the programs to provide housing for people, who had great contribution to the nation, housing with the function of flood and storm shelter; housing for the poor people in the rural areas and social housing for low-income people in the urban, etc.

Project on the construction of Agriculture Services Center in Xiang Khouang province, Laos is commenced

The project on the construction of Agriculture Service Center is a part of the Agreement on Economic, Culture, Education, Science and Technology Cooperation between the Government of Vietnam and the Government of Laos. The Ministry of Agriculture and Rural Development is designated as the leading agency and National Agricultural Extension Center is assigned as Project Investor.

Performance of the agricultural sector in 2014 and its work plan in 2015

Vietnam - IRRI cooperation in the implementation of rice industry reform towards increasing added value and sustainable development for new rural development

On 26-27/11/2014, the Ministry of Agriculture and Rural Development and the International Rice Research Institute (IRRI) organized a workshop on "Reforming Vietnam’s rice industry towards increasing added value and  sustainable development for the new rural development". Specialists of the Ministry of Agriculture and Rural Development and IRRI agreed on the technical assistance with the main contents: High-quality rice varieties development; Special rice production for domestic consumption and export; Branding of Vietnamese rice; Reduction of post-harvest loss; Rice cultivation measures in response to climate change.

On 09th December 2014, the Ministry of Agriculture and Rural Development awarded the medal "For the cause of agriculture and rural development" to Prof. Dr. Gard W.Otis, who is Professor of the University of Guelph in Canada and Project Manager on the bees raising and agricultural extension in the rural areas of Vietnam. This noble award is presented to international experts and officials working in Vietnam to express the appreciation of MARD to their proactive contributions to the Vietnam’s agriculture and rural development.


Report of “Survey and promotion of business linkage in the fields of agro-aqua and poultry products project”

WB helps the Mekong Delta improve its climate change resilience

The project on “integrated rural development for improving the climate change resilience in the Mekong River Delta” worth US$300 million is funded by the World Bank which aims at introducing measures for better management of production, inter-regional and sectorial linkage in response to climate change and improve livelihoods for the locals in different areas.

ADB provide loan assistance to Viet Nam’s Push for Competitiveness, Growth

The Asian Development Bank (ADB) has approved a $230 loan to support Vietnam’s ongoing reforms to overhaul public finances, boost private investment and revive its economic. ADB-assisted program will be run along with the WB $250 million in loan and JICA $150 million in loan. The program is expected to be completed in June 2015.


Germany provides assistance to forest protection in Vietnam

RATE OF POOR HOUSEHOLDS WILL BE DECREASED BY 1,7-2% IN 2015

Resolution No. 77/2014/QH13 dated 10the November 2014 regarding the socio-economic development plan 2015 was adopted by the National Assembly. The resolution provides major tasks which are to strengthen macro economy stability, continue to ensure social welfare. Specifically, in 2015, total domestic product (GDP) will be increased by some 6.2%; total export turnover will be increased by 10%; trade deficit/export turnover rate is about 5%; Consumer price index (CPI) will be increased by 5%; rate of poor households will be decreased by 1.7% - 2%, this rate, particularly in poor districts, will be decreased by 4%; unemployment rate in urban areas will be less than 4% and jobs will be created for 1.6 million workers ...


THE ESTABLISHMENT OF IRRI OFFICE IN VIETNAM

Vietnam and Hungary strengthen cooperation in water resource management

At a seminar on water resource management between Vietnam and Hungary, Deputy Prime Minister Vu Duc Dam expressed his hope that Hungary will  strengthen cooperation with Vietnam, especially in regards to the sustainable development of water resources when the two countries realize the importance of this resource. This also reaffirmed a high commitment to tie bilateral and multilateral cooperation between the two countries.


LIST OF AGRICULTURAL PRODUCTS TO BE SUPPORTED

The Ministry of Agriculture and Rural Development just issued Circular No. 43/2014/TT-BNNPTNTdated 18th November 2014 promulgating the List of agricultural, forestry and fishery products; auxiliary products; mechanical equipments for preserving, processing agricultural, forestry and fishery products to be supported by the state budget under the Government's Decree No. 210/2013/ND-CPdated 19th December 2013. This circular will take effective from 05th January 2015.


ORDER OF HIGH TECHNOLOGY SECTORS PRIORITISED FOR INVESTMENT AND DEVELOPMENT

On 25th November 2011, the Prime Minister issued the Decision No. 66/2014/QĐ-TTg approving an order of high technology sectors prioritized for investment and development and of high-tech products, that are encouraged to develop, including new-generation agricultural machinery manufacturing technology. This Decision replaces the Decision No. 49/2010/QĐ-TTg dated 19th July 2010 and will take effective from 15th January 2015.

AFD financed 20 million EUROS to Support Program to Respond to Climate Change (SPRCC)

Agence Française de Développement - AFD signed a Credit Agreement worth 20 million Euros to provide the 4th grant for the Support Programme to Respond to Climate Change (SPRCC). At the signing ceremony, Ambassador Jean - Noel Poirier said: "Climate change is a common concern of all countries in the world. This area has been effectively implemented since the project started. The French government will continuously provide support to Vietnam in the efforts of responding to climate change”.


Awarding the medal “For the cause of the agriculture and rural development” to Mr. Sugatani Susumu

On 26th September 2014, the Ministry of Agriculture and Rural Development awarded the medal "For the cause of agriculture and rural development" to Mr. Sugatani Susumu, long-term expert of JICA working in the Ministry of Agriculture and Rural Development (MARD) for his productive contribution to the development of Viet Nam agriculture sector and cooperation between Japan and Vietnam. The 4th APEC ocean-related ministerial meeting

On 28 August 2014, in Xiamen city, Fujian province, China, Vice Minister of Agriculture and Rural Development Vu Van Tam attended the 4th APEC Ocean-Related Ministerial Meeting. The meeting saw the participation of the ministers and minister-equivalent officials of 19/21 APEC economies. The APEC Ocean-Related Ministerial Meeting adopted the Xiamen Declaration on the theme "Towards New Partnership through Ocean Cooperation in Asia Pacific Region" with 4 priority areas: coastal and marine ecosystem conservation and disaster resilience; the role of the ocean on food security and food-related trade; marine science, technology and innovation; and blue economy.


Strengthening Vietnam – Norway Cooperation in Fisheries

At the invitation of the Ministry of Trade, Industry and Fisheries of Norway and Embassy of Norway in Hanoi, Vice Minister Vu Van Tam led the mission of the Ministry of Agriculture and Rural Development during the visit to the Kingdom of Norway from 19 to 23 August, 2014.

The German government will continue to support Vietnam's forestry sector

In the closing event of Viet Nam - Germany Forestry Programme on 19 August 2014 in Hanoi, Ms. Annette Frick confirmed that the Government of Germany would continue to support Viet Nam's forestry sector, with focuses on biodiversity protection and climate issues.


Promoting mechanization for agricultural development

The Prime Minister has approved the Action Plan for agricultural machinery development for the implementation of Industrialization Strategy of Viet Nam in the framework of Vietnam-Japan cooperation until 2020 and with vision to 2030 at Decision 1342/QD-TTg dated 12 August 2014. Accordingly, the development of areas of agricultural machinery; processing of agricultural and fisheries products; shipbuilding; environment and energy-saving will be given priority with the aim of supporting the promotion of agricultural development towards greater added value, international competitiveness and sustainable development (Decision 1043/QD-TTg).


Socio-economic Development Plan in 5 years (2016-2020)

Striving for an average GDP growth rate at 6.5 - 7%/year and an average decline in the proportion of poor households of 1.5%/year in 2016 - 2020 is the important task of the Socio-economic Development Plan in 5 years from 2016-2020 of the Government proposed in Directive 22/CT-TTg dated 5 August 2014.

Remote sensing application for food security

The Ministry of Agriculture and Rural Development, in collaboration with Swiss Agency for Development and Cooperation (SDC), held the workshop "Remote sensing application for food security" on 30 July 2014 in Hanoi, with the presence of nearly 100 participants including scientists, management officials and representatives of domestic and foreign enterprises. The application of remote sensing technology will contribute to the implementation of agriculture sector restructuring scheme, including crop restructuring in Mekong Delta, Red River Delta and Northern Mountain.


Partners’ meeting for establishing an Alliance on Climate Smart Agriculture | The Hague | 9 – 11 July 2014

From July 9th – 11th 2014 a meeting between Partners of Alliance on Climate Smart Agriculture (CSA) was held in The Hague, Netherlands to discuss on the formation of a Global Alliance for Climate-Smart Agriculture.  The meeting was hosted by the Netherlands Government and co-chaired by Dr Hans Hoogeveen, Deputy Minister of Agriculture and Mr. David Nabarro, Special Representative of the UN Secretary-General for Food Security and Nutrition, United Nations. 


Awarding the medal "For the cause of agriculture and rural development" to Ms. Daphne Dernison

On 29 July 2014, the Ministry of Agriculture and Rural Development awarded the medal "For the cause of agriculture and rural development" to Ms. Daphne Dernison, Agricultural Counsellor, Embassy of the Netherlands in Vietnam due to her positive support for the development of Viet Nam agriculture sector and cooperation between the Netherlands and Vietnam. The medal is a tribute to her contributions during her working term in Vietnam from July 2010 to July 2014.


Public investment expansion in production development and new rural development
