FAO supports Viet Nam’s research and development of Climate-Smart Agriculture

Initial achievements after 3-year implementation of the project GCP/INT/139/EC: “Climate-Smart Agriculture (CSA): Capturing the synergies among mitigation, adaptation and food security” and the selected strategy of CSA development are the evidences of Viet Nam in responding to climate change based on global approach.

CSA with integrated approaches can help ensuring both climate change adaptation and food security by achieving 3 goals: (i) Productivity growth and effectiveness; (ii) Climate change adaptation; (iii) Climate change mitigation.

 CSA is a project worth of €5.3 million funded by the European Commission and FAO and implemented in three countries of Malawi, Viet Nam and Zambia aiming at transforming to the “Climate smart agriculture” approach. The Ministry of Agriculture and Rural Development received and implemented the project in three Northen mountainous provinces of Dien Bien, Son La and Yen Bai from 2012 to 2015.

Remarkable results achieved from the project are the concerns on the relation between climate change and agriculture, raising awareness, overcoming barriers, and promoting and expanding the application of environmental-friendly and climate-smart agriculture practices.  

A database, which is used to develop and enforce CSA strategy, policy and investment towards the finalization of Viet Nam’s CSA strategic framework was developed by the project.

“Climate change is a big challenge for Viet Nam, of which agriculture, farmers and poor people are the most vulnerable targets” said Vice Minister of Agriculture and Rural Development Hoang Van Thang at the final workshop organized by the Ministry of Agriculture and Rural Development in coordination with FAO on 16-17/7/2015.

“Viet Nam has been making many efforts to implement the program on reduction of GHG emissions till 2020. However, further action, focus are needed especially for the sub-sectors of forestry, crop and livestock to show farmers positive results if changing technology and production patterns. That will make the program implementation more effective” said FAO’s Representative in Viet Nam Jong Ha Bae.

Scientific based evidences on production practices and the changes of agriculture system showed a better adaptation and mitigation of climate change. That is the analysis results on the harmonization between adaptation, mitigation and food security, cost and benefit of potential CSA practices, findings of barriers in the application. At the same time, the analysis results are also the basis for making the most appropriate strategy for minimizing effects from severe weather. 

Many new cultivation techniques in adaptation to climate change have been transferred to farmers such as: slow release fertilizer tablet, system of rice intensification (SRI), minimum soil preparation and soil cover, intercropped with legumes, planting grass for livestock feed and against soil erosion. The study showed that measures on water-save management will help reducing methane emissions (CH4) from 25-30% and increasing rice productivity from 3-5%. If watering and water regulation are implemented for paddy rice field every year, it can help reducing GHG emissions by 65.3kg/ha/year of CH4. Sustainable land management potentially reduces 100kg CO2/ha of production of crops each year. In livestock production, biogas tank is constructed to collect animal waste and produce gas fuel from methane generated from biogas tanks, this method is popularly applied in Viet Nam’s rural areas. Biogas is used to minimize rural environmental pollution and indirect emissions.

At the workshop, based on the results obtained from the projects, key messages are delivered as follows:

-          Sustainable land management support should be set as goal of this practice to become adaptation tools effective and convenient for the multiplication;

-          Climate change effects on both adaption motive and productivity, and as results, it effects on the benefits of farmer holders.

-          There is intervention that is possible to improve food and commodity value chain to ensure sustainable food security in the context of climate change.

-          Regarding the reduction of GHG emissions, the application of advanced management practices in the farming of rice and other crops such as maize and cassava are identified as the highest potential in agriculture.

Besides the achievement, specialists pointed out many issues that hinder the promotion of CSA. For instance, if farmers apply new cultivation techniques, it will increase production cost and be slow in getting back investment capital. Though the production management practices can help increasing productivity and income, they can not help farmers get out of poverty. So that, these practices needs to be provided with other interventions within the policy framework of climate change adaptation.

Currently, many resources like Global Environment Fund (GEF), Green Climate Fund (GCF), private sector, government provide funds for implementing on-going and to-be-implemented programs on agriculture in response to climate change. However, these funds should be allocated to which programs and sectors, this question only can be answered by proper selection of investment to avoid wasting investment for unpractical programs/activities. It is recommended to increase farmers’ income and food security through providing seed, the use of inorganic fertilizer, soil and water conservation, minimum soil preparation, agriculture associated with forestry, etc.  The strategy on the reduction of GHG emission of the agricultural sector till 2020 has been mainstreamed CSA approach which set a target of poor household annually reduced to 2% and GHG emission to 2%.

Recommendations of 2-day consultation workshop on the CSA development strategy for Viet Nam’s agriculture were made with 2 options regarding the development of investment projects in the North mountainous region: (i) Investment project on “increasing income and food security for farmers through applying CSA practices in the cultivation of cassava and maize in sloping areas”; and (ii) Study on major crops value chains to increase income for farmers in the North mountainous region.

To scale up and promote CSA practices, it needs to have initiative on how to harmonize between sustainable development and climate change. It hopes that CSA is a key measure for an effective harmonization in the sustainable agricultural development strategy in the context of increasing climate change.

Climate-smart agriculture, forestry and fisheries (CSA), as defined and presented by FAO at the Hague Conference on Agriculture, Food Security and Climate Change in 2010, contributes to sustainably increasing agricultural productivity and incomes; adapting and building resilience to climate change; reducing and/or removing greenhouse gases emissions, where possible.

Consultation on the incentive policies to attract foreign investment in agriculture and rural development

Speaking at the meeting, Vice Minister Le Quoc Doanh said “FDI in agriculture has the role as a tool to promote agricultural commodity production, supply fund, develop and formulate new management model, and increase the competitiveness of Viet Nam’s agricultural products. Key achievements of the agricultural restructuring in the Mekong Delta

Ministry of Agriculture and Rural Development organized a 2-year preliminary conference on the implementation of the Plan on "The agricultural sector restructuring in the Mekong Delta" on 11th July 2015 in Dong Thap province. The conference was cochaired by Deputy Prime Minister Hoang Trung Hai, Head of Central Inter-sectoral Steering Committee on agricultural restructuring, Minister of Agriculture and Rural Development Cao Duc Phat and, Dong Thap’s Secretary of Party Committee of Le Minh Hoan.

The World Bank supports agriculture reforms in Viet Nam

On 30th June 2015, the World Bank’s Board of Executive Directors approved $238 million (equivalent to VND5.2 thousand billion) in credit for Vietnam to support the rice and coffee sub-sectors restructuring in Viet Nam towards better-value export of these two sub-sectors through the implementation of sustainable agriculture transformation project.

The sustainable agriculture transformation project will directly benefit up to 200,000 rice-producing households of about 1 million people in the Mekong Delta, and 50,000 coffee-producing households of about 250,000 people in the Central Highlands.


JICA supports Viet Nam’s sustainable natural resources management

Minster Cao Duc Phat meets the United States Secretary of the Interior

Japanese Government’s commitment on the support of ODA for Viet Nam for sustainable development

36 provinces and cities implement the agricultural sector restructuring

The Prime Minister just issue Decision No. 575/QĐ-TTg dated 04/05/2015 approving the Master Plan of high-tech agriculture zone and area up to 2020 and vision until 2030. By the decision, it is affirmed that up to 70% of the budget will be provided to build infrastructure of high technology agriculture zone under the Master Plan. On the other hand, businesses operated within the zone will be entitled to enjoy the best preferential policies on enterprise income tax, value added tax, import and export tax, and others according to provisions at Item 2, Article 19 of the Law on high technology.

U.S. and Viet Nam to partneron emerging infectious disease threats

Efforts to be made for 20% of communes to meet new rural standards in 2015

The National Target Program of New Rural Development makes efforts to reach its goal of having 20% of communes in the whole country to meet new rural standards by the end of 2015 achieved; an average nation-wide criteria of 11 per commune will be reached; ratio of communes meeting less than 5 criteria is under 5%.


Promoting low-emissions agricultural projects

It was reported that an estimate greenhouse gas emissions in the energy and agricultural fields, activities in land use, land-use change and forestry (LULUCF) and waste materials in Viet Nam in the 2020s and 2030s, total greenhouse gases emissions in these 4 fields increases from 225.6 million tons in 2010 to 466 million tons I 2020 and 760 million tons in 2030.


Boosting the development coopertation in agriculture and food safety management with Finland

REGULATIONS ON THE RATIO OF EQUITY CAPITAL OF PPP INVESTOR

According to the Government’s Decree No. 15/2015/NĐ-CP dated 14/02/2015 about the investment in the public-private partnership (PPP) form, it regulated that the ratio of equity capital of investor is not less than 15% of total investment capital or at least equal to 10% of the capital share of over VND1,500 billion (if the total capital of the project is over VND1,500 billion).

Vietnam and Germany agreed to boost cooperation in the agricultural sector

During the visit to Germany, the Minister of Agriculture and Rural Development Cao Duc Phat had meeting with the German Minister of Food and Agriculture Christian Schmidt on 19th January 2015 aimed at strengthening the bilateral cooperation, particularly in the agro-forestry fields. At the meeting, Minister Cao Duc Phat appreciated the achieved results of the Global Forum for Food and Agriculture, and Berlin Agriculture Ministers’ Summit just held in Berlin. Minister Cao Duc Phat also expressed the appreciateion to the assistance and support provided by the Government of Germany to all sectors of Vietnam, particularly in the agricultural sector over the past years.


Minister Cao Duc Phat met Vietnamese importers in Germany

On 18th January 2015, Minister Cao Duc Phat and Vietnam Ambassador to Germany co-chaired a Dialogue Forum with the participation of Vietnamese importers of agricultural and fishery products in Germany during his visit to this country. Aims of the forum were to understand the goods import situation that Vietnamese importers were facing with and to encourage the engagement of Vietnamese importers as  agricultural products distribution channel to introduce Vietnamese agricultural goods to German and EU markets.


Coastal Forest Coverage Will Reach 19.5% by The Year 2020

In order to have measures on natural disasters prevention and control, in response to climate change and sea-level rise; responding to the Vietnam’s commitments when joining international convention and treaty on environmental protection and climate change adaptation, the Prime Minister issued the Decision No. 120/QĐ-TTg dated 22nd January 2015 approving the Plan on coastal forest protection and development in response to climate change in the 2015-2020 period.

Vietnam shares the experience on sustainable agriculture development in WEF

GOALS OF 2015, GDP INCREASES BY 6,2%

Focus on restructuring of the agricultural sector in the Mekong Delta

In the year 2014, the Mekong Delta provinces have achieved significant and important results in political, economic, cultural and social areas though they had to face with many difficulties... The implementation of the agricultural sector restructuring has obtained initial sound results, positive changes of socio-cultural areas are also realized. Local political system, policies for minority people has been effectively implemented, social security has been ensured at the local level.


Vietnam - IRRI cooperation in the implementation of rice industry reform towards increasing added value and sustainable development for new rural development

On 26-27/11/2014, the Ministry of Agriculture and Rural Development and the International Rice Research Institute (IRRI) organized a workshop on "Reforming Vietnam’s rice industry towards increasing added value and  sustainable development for the new rural development". Specialists of the Ministry of Agriculture and Rural Development and IRRI agreed on the technical assistance with the main contents: High-quality rice varieties development; Special rice production for domestic consumption and export; Branding of Vietnamese rice; Reduction of post-harvest loss; Rice cultivation measures in response to climate change.

Awarding the medal “For the cause of the agriculture and rural development” to Dr. Prof. Gard W.Otis

On 09th December 2014, the Ministry of Agriculture and Rural Development awarded the medal "For the cause of agriculture and rural development" to Prof. Dr. Gard W.Otis, who is Professor of the University of Guelph in Canada and Project Manager on the bees raising and agricultural extension in the rural areas of Vietnam. This noble award is presented to international experts and officials working in Vietnam to express the appreciation of MARD to their proactive contributions to the Vietnam’s agriculture and rural development.
