Public-Private Partnerships: Key to fostering rice sector


SEAN Rice Future Forum, from 14th - 16th October at Ho Chi Minh City

The ASEAN Rice Future Forum, organized by Bayer CropScience, in partnership with the International Rice Research Institute (IRRI) and the Vietnam Ministry of Agricultural and Rural Development (MARD), aimed to discuss how public-private and value chain partnerships are essential in encouraging the adoption of farming technologies, and thus, improving food security.

Rice is a key crop and a staple in most diets in ASEAN, with ASEAN countries accounting for 25% of the global rice production, and 22% of the global rice consumption. Thailand and Viet Nam are the key exporting countries for rice in the region, accounting for nearly 50% of global rice exports.

However, the experts mentioned that agriculture generally and rice farming particularly were facing increasing challenges. “Agriculture is exposed to a plentitude of challenges such as limited arable land and natural resources, a shortage or rising cost of labor, increased market volatility, limits to credit availability for smallholder farmers, resistance issues and an ongoing quest for further increasing sustainability – to name only a few,” said Dr. Sascha Israel, Head Region Asia Pacific, Bayer CropScience.

In order to promote the rice sector for sustainable development, it’s necessary to develop rice value chain project in the direction of Public-Private Partnerships (PPP). According to the experts, the mechanism of PPP would help farmers fully equip adequate knowledge to apply technology on a large area, increasing productivity and quality of harvesting rice.

Mr. Ma Quang Trung, director of the Crop Production Department (MARD), said that Viet Nam's rice sector was at the moment still having many shortcomings, such as small-scale production, low farming area; Uneven product quality; limited post-harvest and processing technology; fierce competitive export market, low export price.

At the forum, Bas Bouman, director of the IRRI-led Global Rice Science Partnership, said the fact showed that Viet Nam rice exports annually increased in quantity but didn’t increase in added export value respectively. Farmers were still having low incomes and therefore couldn’t reinvested in technology of production, seeds and crop protection products which could help them increase their productivity and improve their lives.

There has been a number of rice value chain projects being piloted in An Giang, Can Tho, Long An and Ben Tre. The results gained were positive, participating farmers got the input costs reduced and productivity increased which help them increase their profits by 40%.

Viet Nam – Japan Economic Forum 2015

Basic contents of TPP Agreement

Prime Minister directs to enhance agricultural restructuring

On 5th October 2015, the Minister of Agriculture and Rural development (MARD) signed the Decision on awarding the campaign medal “For Agricultural and Rural Development” to Mr. Parameswaran Iyer, Former Program Leader overseeing the Water, Urban, Energy, Environment and Transport sectors of World Bank (WB) in Viet Nam for his efforts and contributions to the Viet Nam’s agricultural and rural development.

OECD hails Viet Nam’s impressively agriculture reform


On 30th September 2015 in Ha Noi, the Ministry of Agriculture and Rural Development (MARD) held a workshop on “OECD Review on Agricultural Policies in Viet Nam”. The worshop’s presentations and discussions mainly focused on “improving the investment environment and enhancing the efficiency of agricultural policy implementation”.

Policies support salt production and trade

The 9th Senior Disaster Management Officials’ Forum (SDMOF) of the 2015 Asia-Pacific Economic Forum (APEC), with the theme of Whole-of-Economy Approach: A Paradigm Shift to Adapt to the “New Normal” aims for building the “APEC Framework on Disaster Risk Reduction” to create new collaboration opportunities in the implementation of internal plans. USAID provides Viet Nam financial and technical support to prevent pandemic threats for human and animal


A signing ceremony to celebrate the commencement of the project “Emerging Pandemic Threats 2 (EPT2): Risk Mitigation and Management of Human Health Threats along Animal Value Chains” is taking place in Hanoi with the presence of FAO Viet Nam, Ministry of Agriculture and Rural Development (MARD), and USAID Viet Nam. The Emergency Centre for Transboundary Animal Diseases (ECTAD) Programme within FAO Viet Nam will support MARD, specifically with the Departments of Animal Health (DAH), Livestock Production (DLP), National Agriculture Extention Centre (NAEC) and CITES Management Authority of the Viet Nam Administration of Forestry to implement this new project.

UN supports Viet Nam to build the National Zero Hunger Challenge by 2025


The Food and Agriculture Organization of the United Nations (FAO) joined the Ministry of Agriculture and Rural Development (MARD) to hold a consultation workshop in Ha Noi to get comments on the draft of the National Action Plan to achieve Zero Hunger by 2025.

Durban Declaration on “Vision 2050 for forests and forestry”


The theme of WFC 14 was “Forests and People: Investing in a Sustainable Future”, showed that investing in forests is investing in our people to get a result as investing in sustainable development. WFC’s outcome is the Durban declaration on “Vision 2050 for forests and forestry” with 3 main points:  (1) forest doesn’t only provide wood forest but also is the basis for food security and livelihood improvement; (2) forest should be managed by general land use method; and (3) forest is vital solution for the mitigation and adaptation of climate change.

PPP in agriculture sector applied


On 4th September 2015, the Ministry of Agriculture and Rural development (MARD) issued the Document No. 7256/TB-BNN-VP on announcing the direction of the Minister of Agriculture and Rural Development Cao Duc Phat on the application of PPP projects in the agriculture sector.

The Minister decided to pilot 6 projects which are able to be directly supported by the State budget when private sector invests in.

Low-carbon rice farming experiences sharing in Viet Nam and GMS Countries

Viet Nam ranked 31st for CO2 emissions

Public-private partnership promoted to develop fisheries sector

Viet Nam targets $300 billion export turnover by 2020


The project on the development of regional markets in the 2015-2020 period with a vision towards 2030 has been approved by the Prime Minister in the Decision No. 1467/QD-TTg on 24th August 2015. Accordingly, Vietnam aims to reach 300 billion USD in export turnover by 2020 with an annual average export growth rate of 11% to 12% over the 2015-2020 period. Depending on export characteristics and situations in each market, the specific export targets are determined as follows: United States and Spain are approximately $60 billion, Europe is also about $60 billion, Southeast Asia is about 30 billion US dollars, and West Asia is about $18 billion, etc...

Venezuela and Vietnam sign agreement on boosting agricultural cooperation


Coming at Vietnamese President Truong Tan Sang, Venezuelan President Nicolas Maduro Moros and his spouse paid an official visit to Viet Nam from 30th to 31st August in order to further strengthen the friendship and comprehensive partnership between the two countries. Strengthening agricultural cooperation was one of the focuses in President N. Maduro’s first visit to Viet Nam since he took office in April 2013.

In the morning of August 26th 2015, a rubber latex processing plant of the Tan Bien-Kampong Thom Development Company was formally inaugurated in Kampong Thom province, Cambodia.

5-year implementation results of support policy on agricultural loss reduction


Almost the last 5 years of implementing Resolution 48/NQ-CP dated 23/9/2009 and Decision 68/2013/QĐ-TTg, it shows significant results of the implementation through the enhanced introduction of agricultural mechanization, particularly in the fields of rice cultivation and harvest. Consultation on the incentive policies to attract foreign investment in agriculture and rural development


Speaking at the meeting, Vice Minister Le Quoc Doanh said “FDI in agriculture has the role as a tool to promote agricultural commodity production, supply fund, develop and formulate new management model, and increase the competitiveness of Viet Nam’s agricultural products. Key achievements of the agricultural restructuring in the Mekong Delta


Ministry of Agriculture and Rural Development organized a 2-year preliminary conference on the implementation of the Plan on "The agricultural sector restructuring in the Mekong Delta" on 11th July 2015 in Dong Thap province. The conference was cochaired by Deputy Prime Minister Hoang Trung Hai, Head of Central Inter-sectoral Steering Committee on agricultural restructuring, Minister of Agriculture and Rural Development Cao Duc Phat and, Dong Thap’s Secretary of Party Committee of Le Minh Hoan.

The World Bank supports agriculture reforms in Viet Nam


On 30th June 2015, the World Bank’s Board of Executive Directors approved $238 million (equivalent to VND5.2 thousand billion) in credit for Vietnam to support the rice and coffee sub-sectors restructuring in Viet Nam towards better-value export of these two sub-sectors through the implementation of sustainable agriculture transformation project.

The sustainable agriculture transformation project will directly benefit up to 200,000 rice-producing households of about 1 million people in the Mekong Delta, and 50,000 coffee-producing households of about 250,000 people in the Central Highlands.

JICA supports Viet Nam’s sustainable natural resources management


The aim of the technical assistant Project on “sustainable natural resources management” aided by the Government of Japan with duration of 5-year implementation from now to 2020 is to build Viet Nam’s capacity on sustainable natural resources management  to be implemented in 5 provinces of Dien Bien, Lai Chau, Son La, Hoa Binh and Lam Dong.

Semi-annual Report Meeting 2015 of the Steering Committee on the National Target Program on the New Rural Development


The Semi-annual report meeting 2015 was organized by the Steering Committee on the National Target Program on the New Rural Development (NTP-NRD). Deputy Prime Minister Vu Van Ninh stressed that to achieve the target with 50% of communes reaching new countryside standards, each of the provinces and central-affiliated cities having at least one district reaching new countryside standards in 2016-2020, etc., that requires much more efforts from the entire system.

Prime Minister directed to continue the implementation of international integration

Restructuring action plan of salt industry towards greater added value and sustainable development


The restructuring action plan on salt industry towards greater added value and sustainable development was approved by Minister of Agriculture and Rural Development on 04th May 2015 aiming at implementing effectively salt production and processing activities according to the production development planning until 2020 and vision to 2030, which should be in associated with the policy for the agricultural sector restructuring and new rural development.

Minster Cao Duc Phat meets the United States Secretary of the Interior


On 30th June 2015, Minster Cao Duc Phat had a meeting with the United States Secretary of the InteriorSally Jewell during her official visit to Viet Nam. The main themes of the meeting focused on the collaboration in shutting down illegal trade of wildlife.  The United States Secretary of the InteriorSally Jewellhighly appreciated the commitments of Viet Nam on combating the trafficking of wildlife and said that the U.S is ready to support, cooperate and share information with Viet Nam in this field.

Awarding the medal “For the cause of the agriculture and rural development” to Mr. Tomoyuki Kimura


On the 22nd June 2015, Minister of Agriculture and Rural Development awarded the medal "For the cause of agriculture and rural development" to Mr. Tomoyuki Kimura, Country Director of the Asian Development Bank (ADB) in Viet Nam for his valuable contributions to Vietnam’s agriculture and rural development. The award expressed special thanks of the Ministry of Agriculture and Rural Development to Mr. Tomoyuki Kimura for the meaningful contribution and fruitful cooperation he made for Viet Nam’s agricultural and rural development sector during his tenure from July 2011 to date.



Within the framework of “Technical and policy support for the implementation of Viet Nam agriculture sector restructuring framework” funded by the Government of Canada and “UN support for new rural development”, Policy Dialogue Forum themed “Cooperation to promote the new rural development, 2016-2020” was organized by International Cooperation Department through International Support Group (ISG) in collaboration with the Central Coordinating Office of the NTP on Building New Countryside, and IPSARD.



The Directive No. 11/CT-TTg dated 29th May 2015 regarding the development of Socio-economic Development Plan and State Budget Plan in 2016 was just issued by the Prime Minister. Accordingly, from 2016 to 2020, it strives for the economic growth rate at 6.5-7%.

FAO acknowledges Vietnam’s poverty reduction achievements


The Thirty-ninth Session FAO’s Conference with theme: “Breaking the Cycle of Rural Poverty and Hunger by Strengthening Rural Resilience: Social Protection and Sustainable Agricultural Development” was officially held in FAO headquarters in Rome, Italy on 6th June 2015.

Awarding the medal “For the cause of the agriculture and rural development” to Danish Ambassador to Viet Nam


On 01st June 2015, Ministry of Agriculture and Rural Development held a solemn ceremony to award the medal "For the cause of agriculture and rural development" to DanishAmbassadorto Viet Nam John Nielsen. This noble award is respectfully presented to international experts and officials, who have been working in Vietnam and made valuable contributions to Vietnam  agriculture development.



The MOU is the foundation to boost the cooperation in the fields of research, technology, trade, seedling production, control and prevention of diseases on plants and animals; production of agricultural machinery; farm produce processing; exchange of experts and information between Vietnamese Ministry of Agriculture and Rural Development and Chinese Ministry of Agriculture.



The Prime Minister has issued Decision No. 706/QD-TTg dated 21/5/2015 approving the master plan for the development of Vietnamese rice brand by 2020 and vision to 2030, and requesting the Ministry of Agriculture and Rural Development in collaboration with relevant ministries and agencies to develop and implement a plan for strengthening the cooperation between trade promotion agencies and enterprises in order to promote Vietnamese rice image and quality recognition in the world market; to encourage and support enterprises to use Vietnamese rice brand name in the  study and assessment of competitiveness and expansion of market share.

Japanese Government’s commitment on the support of ODA for Viet Nam for sustainable development


On the 14th May 2015, Vice Minister of Foreign Affairs Nguyen Quoc Cuong had an official meeting with Japanese Vice Minister for Foreign Affairs Kazuyuki NAKANE during his visit to Viet Nam. Mr. NAKANE said Japan regards Vietnam as an important partner and will continue providing official development assistance (ODA) for the country’s sustainable development, infrastructure improvements and climate change adaptation.

36 provinces and cities implement the agricultural sector restructuring


According to the statistic data of the Ministry of Agriculture and Rural Development, there have been 36/63 provinces and cities announced and implemented the scheme or action plan on the agricultural sector restructuring, so far.
